Bases of the participatory process for the election of the popular name of the “West End” area

1. Purpose of the process

The participatory process aims to give citizens a voice in determining the popular name by which the area currently called “West End” is known.

Name proposals will be collected, including their meaning, origin or justification, and a citizen vote will subsequently be held to identify the most voted options that reflect the citizens' preference for the popular name of the neighborhood.

The proposed name must comply with the following criteria:

The name must be formulated in Catalan, in accordance with the current regulations on toponymy and linguistic normalization in the Balearic Islands, which establishes Catalan as the official form of toponyms.

The proposal must be related to the municipality of Sant Antoni de Portmany, with its history, culture, geography or local identity.

The explanation accompanying the proposal (development or description box) must clearly justify the relationship of the name with the municipality or the area.

The proposed name may not contain offensive, derogatory or disrespectful expressions, nor references to specific people that may generate ironic, satirical or pejorative interpretations.

References to historical figures or cultural elements linked to the municipality may be accepted, provided that they are duly justified and have relevance to local history or identity.

The proposals must be clear, respectful and appropriate to the public space, avoiding names that may generate confusion, duplication with other spaces in the municipality or inappropriate interpretations.

The City Council may exclude those proposals that do not meet these criteria.

2. Participants

Participation in the process will take place in two phases: presentation of proposals and citizen voting.

Submission of proposals

The proposal collection phase will be open to participation through the platform, where participants will be able to send their name suggestions along with their explanation or justification.

Citizen vote

To participate in the voting phase, a census validation will be carried out, with the aim of guaranteeing that the participants meet the established requirements.

The following will be able to participate in the vote:

People registered in Sant Antoni de Portmany.

Over 16 years of age.

To participate, it will be necessary:

Enter your ID and date of birth.

This data will only be used to verify registration in the municipal census provided by the City Council.

Validity of the process

The participatory process may be considered invalid if a minimum level of participation is not achieved that guarantees sufficient representativeness of the results.

In this case, the City Council may decide to repeat the process, extend it or adopt complementary participation measures.

3. Process phases

Collection of proposals

Participants will be able to send their name proposal and explain its meaning or origin.

All proposals will be reviewed and approved by the City Council before being published on the platform, in order to verify that they meet the criteria established in these bases.

Citizen vote

Once the proposal phase has ended, the citizen vote will open.

The proposals with the most votes will be analyzed by the City Council to identify the popular name with which citizens recognize the area.

4. Registration and participation

The platform will allow:

Voluntary registration, which will allow receiving notifications by email about phase changes, results or the start of future participatory processes.

Participation without permanent registration, limited to the census validation of the process.

5. Privacy policy

The personal data requested (ID card and date of birth) will be used exclusively for the verification of participation requirements and will not be publicly visible.

The information collected will not be used for purposes other than those of the participatory process.

All data will be managed in accordance with security and confidentiality criteria established by Osoigo and the City Council.

The platform has a section that specifies in detail what data is requested, for what purpose and for how long it will be kept, to guarantee the transparency of this process.
